ALSA is a joint organization chartered by a Memorandum of Agreement under the authority of the Commanders, Army Training and Doctrine Command (TRADOC), USMC Combat Development Command (MCCDC), Navy Warfare Development Command (NWDC), and Headquarters, Curtis E. LeMay Center for Doctrine Development and Education to rapidly respond to Service interoperability issues.Mission
Rapidly and responsively develop multi-Service tactics, techniques, and procedures (MTTPs), facilitating joint information exchange and operational solutions across the entire military spectrum. On 1 July 1975, United States Air Force (USAF) Tactical Air Command (TAC) and United States Army (USA) Training and Doctrine Command (TRADOC) established the Air Land Forces Application (ALFA) Agency. ALFA was governed by a Joint Actions Steering Committee (JASC) composed of general/flag officers representing each service. Although a bi-service operating agency, Marine Corps and Navy participation was included through the Marine Corps Combat Development Command (MCCDC) and the United States Atlantic Fleet (LANTFLT).
In 1992, both LANTFLT and MCCDC assigned permanent billets to the ALFA staff providing full-time Navy and Marine Corps expertise to ALFA's projects. On 1 August 1992, ALFA became known as the Air Land Sea Application (ALSA) Center through a memorandum of agreement between TRADOC, Air Combat Command (ACC), LANTFLT, and MCCDC.
In July 1993, the Naval Doctrine Command (NDC) became the official Navy representative on the JASC. In 1996, the Air Force established the Air Force Doctrine Center (AFDC) and the AFDC Commander became the Air Force representative on the JASC. In July 1998, NDC was disestablished and the commander of the newly established Navy Warfare Development Command (NWDC) became the Navy representative on the JASC.
On 1 July 2010, ALSA celebrated its 35th Anniversary of providing rapid and responsive multiservice tactics, techniques, and procedures to our country's operational forces.
